I use Photoshop...but any program where you can add things to a photo would work. I have heard that Gimp is a bit like Photoshop (except it's free), but I haven't used it. You could try it--http://www.gimp.org/ . Digital scrapbooking programs would work, or maybe even Paintshop or something... Feel free to email me (see the sidebar) if you'd like more detail on how to create your own background, and that might help you decide what kind of a program you need (or if you already have something that would work).
